Every Monday, we publish a pro vs. con on a topic of interest — typically, it’s something the state legislature is considering. This week’s topic is the “Robin Hood system” Texas uses to spread out money among school districts. Oil-rich districts pay a bit more to help support schools in districts that have no such revenue stream. Typically, these issues are ones that can’ t really be illustrated with a picture. So nearly every week, I have to use my limited illustration skills to help tell the story. Monday, April 13, 2015.
