Need Helpful Advice [How to design an online newspaper for my community]

Please could anybody help me, or give me their advice on how to build an online website for our local community.

I am really struggling at the moment to design anything that remotely resembles a newspaper. We are desperate to do this as we really need this in our area and well,

as I say I am struggling lots. I know most on here seem to be very professional but I

am a fast learner and I would really value any help
